International Standard School (Case Study on Policy Implementation of the Pioneer of International Standard School in Nganjuk Regency, East Java Province, Indonesia)(2010)

This research was based on the phenomenon that high quality of education is expected by Indonesia societies as a tool to produce the quality of human resources that can compete globally. For achieving the condition, it needs concrete and strategic operation continually. A breakthrough was made by Indonesia government to generatethe International Standard School based on Act No. 20 of 2003 on National Education System. The central government and or local government have to carry out at least one school at education levels to be developed as the International Standard School.

The purpose of this research was to describe about how the policy of the Pioneer of International Standard School being implemented in Nganjuk Regency, especially in two pilot project schools include: Public Junior High School 1 of Nganjuk and Public Junior High School 1 of Kertosono.

The result of this research was the rapid of regulation about the Pioneer of International Standard School was not accompanied with the readiness on the street level bureaucracy. Unfortunately, the government did not observe about whether the education stakeholders has the readiness to implement it. There are many obstacles, especially in terms of providing budget, human resources development, and facilities. The other influence factor was the culture for out looking to school. The cooperation among stakeholders have not conducted well yet, so the implementation of the Pioneer of International Standard School can not be implemented well. The support from the Local Government in term of providing adequate budget was limited. The three elements of governments include Local Government, Education Agency, and Nganjuk Council have no good will to develop the Pioneer of International Standard School future.

The recommendation from this research that the government should prepare well about the resources will be required on policy implementation. The government should be consistent with the policy that has been decided. Therefore, it did not make many problems in implementing the policy. The Government should develop the Pioneer of International Standard School at the higher level before. Finally, the project goal can be expected successfully because the students from the lower education level can continuethe study to higher education.

The Implementation of Organizing Education in the Society Satisfaction Index (Study at Kauman I Elementary School, Malang City, East Java,Indonesia)(2008)

This research was based on the phenomenon that the low qualty of education in Indonesia and how the school role as an education organizing office could give the education service well. It encouraged the government to make an improvement in Indonesia education system with decentralization policy formed in School Based Management, so that there were several education organizing functions decentralized to school. It was expected that the service given by a school can achieve a high Society Satisfaction Index, that is a standard for public service included fourteen variables must be run by an public organization to give the excellent service.

The purpose of this research was to describe about how the implementation of organizing education and observed the supports and obtacles to achieve a high Society Satisfaction Index taken by descriptive method with qualitative approach. This research was done at Kauman I Elementary School, based on: (1) in 2007/2008, Kauman I Elementary School got the highest mark at the Quality Control Examination (Ujian Pengendali Mutu) in Malang City and (2) in 2008/2009 become the Pioneer of International Standard School. The researcher limited the research focus in terms of studying activities, managing the facilities, services to the students and funds, and also the relationship between school and society. Those function related with education service to the stakeholders directly.

According to the result of this research can be concluded that: (1)the implementation of organizing education in Kauman I Elementary School have applied School Based Management independently,(2)it was viewed from the Society Satisfaction Index, the implementation of organizing education in Kauman I Elementary School had shown good result, that could be viewed from the variables in the Society Satisfaction Index could be reached well. (3) the support factors to achieve a high Society Satisfaction Index,consits of: the headmaster who had good competence, profesionalism from the human resources (teachers and employments), the conditions of facilities were complete enough, the support of funds and also the high society participations.(4)The obstacles factors include: the double leadership of the headmaster, human resources are not profesionalism yet, the renovation of facilities, the less sources of fund, and less participation from the society.

The suggestion that can be given from this research are (1)  if an employment got the career upward, so the solution must be compared by organization that needed a new leader cadre;(2)the applied of good governance in education must always be organized well;(3) the utilization of facilities needed to be improved by a school; and (4)a Society Satisfaction Index must always be used to be a direction by publlic organization as the service provider to serve the education stakeholders
